A consumer commission has ordered two real estate firms to refund Rs 17.87 lakh to the sons of a couple who paid for a Navi Mumbai flat in 2011 but never received possession. The developers, after failing to complete the initial project, shifted the buyers to another, also without delivering. The commission found the firms guilty of deficiency in service and unfair trade practices, including mortgaging the property without consent.
