Under FORTRESS, major military installations would need independent access to electricity, water, fuel and communications for at least three months. The initiative proposes measures such as portable nuclear reactors, large battery storage systems and microgrids. These systems would allow military bases to disconnect from the civilian electricity network and continue operating if the wider power supply fails.
