BJD leaders Bikram Kumar Panda and Siva Shankar Dash are among 12 arrested for allegedly plotting the murder of BJP member Pitabash Panda. Panda was shot dead on October 6. Police state the murder was a contract killing driven by political and financial motives. The conspiracy involved multiple individuals and was planned to eliminate Panda as a political threat.
