Right to protest cannot be stopped on mere apprehension of law-and-order problem: Madras High Court

Justice V. Lakshminarayanan directed the police to permit the villagers to conduct the protest, known as “Ulliruppu Porattam”, from 29.11.2026, subject to conditions intended to ensure that the demonstration remains peaceful and does not interfere with funeral ceremonies. The Court observed that the right to protest is protected under the Constitution and that a peaceful demonstration cannot be stopped merely on the basis of a general apprehension of a law-and-order problem.
